Tax Regimes and Public Programmes in Calabria

For anyone moving to Calabria or buying property there, a number of tax regimes and public programmes exist: the 7% substitute tax for holders of foreign pensions, regional programmes against village depopulation, and municipal one-euro-house schemes. None of them applies automatically: each is an option with precise conditions and time windows, some of which have already closed. This page describes them with their dates — without promising savings.

The 7% Substitute Tax for Foreign Pensioners (Art. 24-ter TUIR)
Art. 24-ter of the TUIR allows holders of a foreign-source pension who transfer their tax residence to a qualifying municipality in southern Italy to opt for a 7% substitute tax on all income produced abroad, in place of the ordinary income tax IRPEF. Calabria is explicitly among the eight qualifying regions (Agenzia delle Entrate page, updated 8 May 2026).
Among other points, the rules provide that:
- the destination municipality must have no more than 30,000 inhabitants — a threshold in force since 7 April 2026; before that it was 20,000;
- the person opting must not have been fiscally resident in Italy in the five preceding tax periods;
- the option is valid for nine tax periods.
Whether the regime applies in an individual case depends on the personal situation and is a matter for a tax adviser (commercialista); the official reference is the Agenzia delle Entrate page. The platform does not provide tax advice.

"Abita Borghi Montani Calabria": the Regional Programme
Through the "Abita Borghi Montani Calabria" call, the Region financed municipal grants for people who transfer their residence to one of the admitted mountain villages or start a business there. The total budget was 5 million euros: at least 4 million reserved for new business activity, at most 1 million for pensioners and remote workers, with a ceiling of 100,000 euros per municipality.
89 Calabrian municipalities were admitted in the definitive ranking (announced on 30 July 2025), and 64 of them signed the implementation agreements with the Region (announcement of 19 February 2026). The municipal calls had to run for at least 45 days, with a final deadline of 30 September 2025: the first application window is therefore closed.
Whether and when a municipality opens a new call is a local decision: only the notice published through the municipality's official channels is authoritative. The platform does not track individual municipal calls.
"Ripopola Calabria": the Pilot Project
On 30 April 2026 the Region launched the pilot phase of "Ripopola Calabria", activating the portal ripopola.regione.calabria.it. The project concerns villages with fewer than 5,000 inhabitants and aims to turn unused public buildings into homes for people who choose to move to Calabria.
Renovation contributions of up to 2,000 euros per square metre are provided for, with a maximum of 280,000 euros per housing unit, against a commitment to live in Calabria for at least ten years. The programme concerns public buildings only: it is not a subsidy for buying a private property such as those listed on this portal.
As this is a pilot phase, the Region defines conditions and procedures on the project's official portal; that is the source to consult before any decision.
One-Euro Houses: Municipal Schemes
One-euro houses are neither a national nor a regional programme: they are initiatives of individual municipalities. The symbolic price is tied to binding obligations — typically renovation duties, guarantees and deadlines — defined by each municipality in its own public notice.
A Calabrian example: the municipality of Platania (CZ) publishes a "Case ad 1 €" project on its official website, with individual properties listed by street (page last updated 21 February 2024). The binding conditions, however, are not on that page: they are found only in the notice filed on the municipality's official notice board (albo pretorio).
One euro is not the total cost of the undertaking, and this page does not claim that any call is currently open: every scheme should be verified on the official website of the municipality concerned at the time of the decision.
Where the Portal's Competence Ends
Terra Mia Immobiliare operates a listings platform: it publishes listings and forwards enquiries to the seller. It does not assess whether a tax regime or a programme applies to a person or a property, and it provides no tax, legal or financial advice.
